Alwyas get to bios cpu freq and hang
try clearing the bios and replace the bios battery.
Check the processors correct frequency and set it in the bios and save settings this should fix the problem.
Also check if your cooling fan on the processor is tightly fixed onto the cpu and motherboard

There are usally a jumper beside the cmos battery it has three pins put the jumper on to the last two pins for 3 seconds and replace it back to where it was and see if that works

www.ebuyer.co.uk you will find the 266 memory, or 333mhz if you are unsure, will be cheaper than the local shops and usually delivered next day. according to the sites it does support 400mhz but i would go for the 266 or 333 if u heard otherwise...

90% am sure that your motherboard is DEAD...those kind of things happen due to high damage to the CHIPSET...(ex:-Thundering - shocks from telephone line is directed to the modem)...

you have basically replaced all the parts that could affect your system not to post. that would mean your motherboard is already damaged.
Motherboard trouble shooting
Double check all your case connectors to the motherboard. Use a strong flash light so you can see the markings on the board. All connectors, connect left to right. Check the back of the power supply make sure the red switch is set to 115V. Clear the cmos. Use your manual & find the bios jumper. If you haven't a clue than just remove the battery. Make sure you unplug the power cord from the power supply first. Replace the battery & boot the system. Pay attention to the fan on the cpu, case lights & CD/DVD lights. If you put this system together your self & it is your 1st time please let me know. There could be many other items that will need to be checked before you make too big of a boo boo & kill the board.....

Look for a program called Sound Booster or one called DFX. DFX is my favorite because it not only boosts the volume, but lets you add other effects to enhance you sound as well. There is a free version. but to get all the effects you have to upgrade to the paid. If audio is important to you, check it out.
