PC have many layers, of resets. (not counting lost BIOS passwords of any kind,, that adds to the list , )
layer 1, is BIOS reset, seen clearly in the BIOS pages.
says there, go back to factory defaults (just BIOS)
layer, 2: windows, but you never said which one? XP,Vista, W7/8/10?
To reset windows, there is no such thing, in windows at all.
ask MS that and get that answer, (then tells how, with media)
That means the actual windows, running has no reset.
(but one can spend a week or life time cleaning it....)
what does this RESET, is the HP recovery process.
AKA: reLOADING windows from scratch.

it's 12 years old now, 2006
but that is the CUSP year that HP started doing F11 KEY recoveries.
so that means i must read the manual to you

power on and hammer F11, key verbatim.
this works and takes you back to 2006 with all data gone (yours)
and all added APPS gone, not HP apps there DAY1, those be OK

now how can this fail, sure, easy as cherry pie it can
here is the list.
- you changed out the HDD from 2006 to now,
- you upgraded the PC OS not using HP disks or HP media kits. (boom)
- your HDD is bad. run full disk tests now. most this old are bad
- the HDD partition called HP recovery is damaged. super common on 12 year old PC.
- the PC is sick, (huge list here , hardware!!)
