As long as it wasn't oven hot, there should not be that much wrong with it. I have a couple of suggestions.
1. Take the hard drive out and put it into a powered external hard drive enclose that is compatible with your hard drive. Easiest solution, and your old computer SERIOUSLY needs upgrading. Then your Hard Drive contents will be visible on the computer you connect the USB lead to as a separate volume. You will have C:\ with the operating system on, D:\ will be the Optical DVD Drive and E:\ will be the contents of the Compaq.

2. XP is old and a Virus Magnet. You may be able to buy a Windows 7, possibly Win 8 upgrade CD, but usually you need the media disc for the OS already on the computer. Or you can buy a full version, which will allow you to upgrade anything.
3. One more thing you can try is tapping F8 as the computer is booting and see if you can see 'Start Computer with last known best Configuration.
4. Or you can take it to a local Independent computer shop and ask them to recover all your data from the hard drive to USB Memory Stick

The problem's with the video card or the vga cord; the monitor is just reacting to no signal from the graphics card. Check that the pins aren't bent. If they are, you can possibly straighten them once. The second time, they may snap off.
Since the KB just flashes once, it could be the power supply, or the motherboard. If the motherboard has any caps that are swollen on top or leaking, you might need a new motherboard.

Here is what I would do...
Turn the PC off and unplug it. Then press the power button to drain any residual power from the motherboard.
1. Remove and reseat the memory module(s). Restart the PC.
2. If removing and reseating the memory module(s) doesn't work, if you have more than one memory module installed, remove all but one, and start the PC.
Test each memory module one at a time, until you find the one that is bad.
If none of that works, check for bulging and leaking capacitors on the motherboard. These may be particularly noticeable around the processor area.
virus is the cause. You are going to have to put in your windows cd and boot from it. Then do a "repair" and hopefully recovery your system if not you are going to have to do a total system wipe.
To be specific we'll. Need the model. But if it's a desktop simply open the case. Make sure it is unplugged of course. Make sure you touch the metal case of the computer before you touch hard. Drive. This will discharge any static on you. They will be a 2 cables on the hard drive unplug them.
F6? Why are you... Never mind, get into your bios, which last I checked was not f6 and see if your HDD etc is okay. Check the CPU
too in the bios. If for some reason f6 is to get into the bios you have a brick. The board or CPU is done. Of course there could be some power issue or ram... Try reseating the ram and any and all power leads and see if that helps.
1. Disable or take back up before to an usb , the existing software and delete it after.
2. Clean the stored location of failed attempts and start re_downloading avoiding if its possible, unnecessary plug ins.

You need to say exactly what the circumstances and what happened during power failure and exactly what happening when you power up now. Take the side panel off and look inside when you power up. Do the fans spin ? You should disconnect everything and reconnect only the mouse k/b and monitor. Also turn off your PSU using switch on it (if present) and unplug from the mains, and try again after a bit (say, 8 hours). Which lights come on the front panel ? Power ? Hard disk activity ? Does it try the CD/DVD/floppy ?
There used to be (it might till be there somewhere) a page describing the what the behavior of the lights on the PSU meant.
Short of anything visibly obvious inside the case and no other symptoms (as you describe) I'd try swapping the PSU for a known good one but it really might be almost anything. Your HD might have been caught in the middle of doing something making that faulty. Fault finding is mostly educated guesswork then random chance. Maybe in the worst case your m/b is dead.
