My advice would be to put new batteries in the keyboard and see if that works, failing that, pick up a wired keyboard and mouse to log in to your system then re-connect the wireless set to re-install the drivers.

I hsve an optical mouse/keyboard

Well, the first step to be taken is Disconnect the keyboard and the mouse from the pc (receiver/transmitter), if possible remove the battery and leave it outside for few minutes. Restart your computer and reconnect them, you have to also follow the steps that you just mentioned Step 1 and Step 2, as soon as they are connected, you'll see the lights blinking on the mouse/keyboard as well as on that receiver/sensor. Wait for few seconds and press the "connect" button on the mouse to get it connected, if nothing happens, follow the steps below:
1. Your first problem might be with the software or drivers, Run a "System Restore" and uninstall newly added drivers or softwares or hardwares. Please do it step by step very carefully.
2. As you have mentioned, that the battery has been changed, well once again double check the battery, and make sure that the receiver emits visible light. Please note that, this issue is only about synchronization (except hardware failure).
3. Sometimes even the small obstructions can hinder the connection. So, verify that there's no object in between the pc and the mouse/keyboard and the receiver/sensor is aligned with both. Even the cabinet or other metal objects can block the passage of the wireless signals (Radio Frequency).
4. Your last suspects, Although complete failure of a wireless keyboard or mouse is rare, it does occur in a small percentage of environments. Failure may occur suddenly, or it may happen over time as the device becomes increasingly difficult to use. Users who suspect complete failure should move the wireless keyboard and mouse device to another computer, change the batteries, resynchronize the devices, and test for operation; if the device still does not behave as expected, it should be replaced.

How to reconnect my dell wireless keyboard

Hi, these instructions will help you, first, click on the "Start" button, in the "Start Search Window, Type: keyboard; the "Keyboard's" Properties window will open. You can (Test) to see exactly how your keyboard is responding. if you are still having the same problem, (check the Keyboard Status), try "Updating the Drivers," by clicking on the "Properties" button. Now in the event that neither of these solution solve the problem, which I hope you shouldn't have to do anymore; try "Uninstalling the Keyboard. To "Uninstall the "keyboard," do the following. Shut-down (turn- off completely), disconnect all the Keyboard Devices that are attached to the Computer. Next, turn-on the computer, and go back to the "Keyboard Properties," this time click on the "Change Settings" button, next click on the "Driver" button, and select the "Uninstall" button. Once that is finished, shut-down the computer again. Now you want to "Reconnect" all the devices that were connected before, and "Turn-on" the computer. You will repeat exactly what you did from the start, this will "Reinstall the Keyboard. Restart the computer again after all changes have been made; this will ensure the changes take place properly. "Rating the solution will let me know if it worked, or you may need further assistance, thanks."

I have obtained a second hand wireless Dell Mouse.

You can use it on a PC for sure. That keyboard was meant for Dells but it will work on a compaq as well. As far as I know, it won't work with a Macbook but you can hook it up anyway to see if the macbook has built in drivers for it since the dell website doesn't have any drivers for the MAC.

Try a different keyboard, if a different keyboard works properly then your original one is defective. If another keybaord does the same thing then its a setting in the operating system for the keyboard that needs to be changed.
