When i start my pc, I get the blue screen telling
If you can get your hands on that windows xp setup cd, you can start from the cd, and press R to enter recovery console when asked if you wish to do so by pressing r.
In recovery console you would first have to select the windows installation which will be 1 as others won't be listed in most cases
then you may have to enter your password or leave the password empty if you don't know what it is.
If you are able to get to the repair console and c:\> is shown on your black and white display.
Then write chkdsk /p c: and press enter.
when the scan is complete type reboot or restart or exit to restart the computer.
if the computer does not start up normally then you would have to perform a fresh install, if you are not able to get into recovery console due to a password, you would be forced to do a fresh install.
Get in touch with dell about the discs I'm sure they will sell you them.
If you are unable to get the discs from dell, then any local computer repairer / almost any shop can fix this issue as its quite simple of a problem along as you have the required Cd's.
If you don't have the Cd's there is noting you can do.

"UPDATE - summary added,
history moved to end: This problem seems to be caused either by
malware (virus or spyware etc), or by software following a Windows update or some other software installation or uninstallation (particularly
HP, Norton or QuickTime software)
trying to check for removable media that isn't there (e.g. disc in DVD drive or card in card reader), when it shouldn't be doing that check."

New hard drive(s) in Dell4500s
You would have to contact dell for the OS disk.
I dont think you can install the hard disk in place of floppy drive. An external Hard disk would be a better option.
Dell Start up
I would open the unit and verify that the CPU and power supply fans are working.
If they are, I would clear CMOS.
For the following steps, power off unit for each step:
If that does not work, I would (1) reseat the memory, (2) reseat the adapters which you may have installed. I’m happy to assist further over the phone at

Ack graphics card wont fit in any input slots
the adapter u are using is pci express and the dell dimension 9100 are not compatible.. try returning it for either a pci (usually the white slot) or AGP which in most cases is brown.. the AGP will be your best performance.. if return is not an option.. then it seems that a new pc is in your best interest.
On my DELL Deminsion E110 the video downloads are sporadic and jerky, but audio is good
Audio is easy...requires little ram to operate. Video today needs 2 GIGABITS or more for VIDEO. A lot depends in the Motherboard Processor also. If it is old, the main processor is no doubt slow. High speed internet is faster than some computer speeds and thus the computer is trying to buffer (catch up) which causes means conditions to occur. Lag time with Video is one problem.
Windows operating system is another. Win 8-10 are ok, but older OS's are slow. THEN we have a Video Card problem. Old cards require new drivers to keep up with changes. Some old Video is slow because the VIDEO RAM is too slow and old. Solution = a New 2018 Computer
When I turn on my Dell DM061 (Windows Vista)
all these symptoms can be from ram stick fault, graphic card or graphic section of the mother board or a failing hard drive
you will probably have to have it properly diagnosed by a computer repair shop to find out exactly the failing component
