A steady or Amber blinking power button indicates a low voltage problem. This can be caused by a defective power supply or a defective motherboard. Just to make sure that nothing else is causing the problem, remove any PCI cards like modem, video card, sound card, etc... Remove the memory modules and disconnect cables to CD/DVD drives. Look at the USB ports to see if any are damaged.
Why is the disk drive green light off an on no power up of computer?
If you're talking about the light blinking on the CD/DVD drive when you try to turn on your system .. that's because it's getting enough power for the disc drive to run it's onboard boot circuits. Does not mean that the rest of the system is getting the power it needs .. could very well be that your main Power Supply Unit (psu) is going out.
Note :: PSU's are one of the most frequently replaced items in desktop systems. Many new systems come under-powered and upgrades that place more demand on the power supply will stress minimal psu units.
When I replace them, if at all possible, I put in stronger ones so they do not stress and wear out as quickly.
If you're talking about the actual Power LED on the computer blinking, its most likely an error. The 8200 has a set of LEDs on the back to indicate various failure codes. You didn't mention beeping so its not a beep code, which exists as well. Drives not found
Check the cable connections to the drives.
Go to BIOS and see if they are detected there
Reset BIOS to Optimum Default

Plug and Play Error? Check and see what CD/DVD Device you have connected. An 8200 uses Either SATA Connectors or IDE (WIDE GRAY CABLE) to connect to the hard disk and the Optical Drives. You may also want to check the jumper settings on the CD/DVD Drives. You will see if it's been set to "Cable Select," which is AUTO for most Dell computers. Dell OptiPlex and Dimension computers can be tricky so try "Cable Select" first. If you have TWO cd/dvd Drives in the PC, you have to have one SET for "master," and the other one to NOT HAVE A JUMPER AT ALL. Dell computers just work weird that way.
At start up the comp indicates Plug & play Config
F2 Enter Setup (CMOS settings) Use arrow keys to navigate ALL menus. CHANGE NOTHING just look. After you have seen all go back thru and write down any settings you think might apply.things like: Plug and Play operating System (yes or no); Assign IRQ ( use automatic for all ); Reset Config Data (YES). Then go back thru again and change settings ONE AT A TIME be sure to make note on paper what you change and old setting and new setting you are testing.EACH time you change a setting save settings and resume boot.Is it fixed ?reboot and enter setup if and change that setting back, Test the settings you think may apply one at a time noting any additional errors or improvements or simply no effect.Use your intuition, TAKE MOST EXCELLENT NOTES, change only one thing at a time at first being prepared to change it right back if a problem arises.If you can not get it solved with a CMOS setting you could try setting it up from the beginning. Swap in a new HD, take small watch type battery out of socket on mainboard to power off CMOS chip and thereby clear it's memory. The default CMOS settings will be used. Boot from install CD and install windows all over again on new HD. Once you have a bootable machine in stall old HD as second HD so you can access it to transfer over files you wish to save, then you can erase the old HD by formatting it and have more storage space if you want it or simply remove it.

Make sure the device is properly recognized in device manager. Right click on Computer, Properties, Device ManagerMake sure the device does not have a red X or a yellow !. Red X means it is disabled. (Right click and click Enable), Yellow ! means a problem with the driver. You will want to download and install any updated drivers available from the manufacturer. It could also be an issue with your gateway. Try unplugging the router for ~10 seconds, replug and wait ~30 seconds and try to connect to it again.
Monitor will not operate
CHECK YOUR CABELS,JOHN OR IT CAN BE A BROOKEN MONITOR.THE VIDEOCARD MAIGHT HAVE BROOKEN.TRY WITH A OTHER MONITOR WILL THAT WORK YOURS ARE BROOKEN IF NOT.THE VIDEOCARD IS BROOKEN.
