Dell bootmgr is missing
Most likely cause is that the boot order in the BIOS is set up for the HDD first. When turning on the unit, press the key needed to enter setup. Once in setup, search thru the menus for the boot order. Choose the CD drive as the first boot device, then the hard drive as second. Save and exit the setup. When rebooting, ensure the WIN XP CD is in the drive. When the screen says, "press any key to boot from CD", press a key and the WIN XO CD should take over and start the install. Once WIN XP starts installing, follow directions. On each restart after that, DO NOT press the key to boot from CD. WIN XP setup will handle everything until the reinstall is complete. After you are done, you may choose to go back to setup and change the boot order back, but it is not really necessary. The only time you will get the "press and key to boot from CD" message is when there is a bootable CD/DVD installed in the drive. Otherwise, it overlooks it and goes to the next boot device (HDD).

Insert a blank CD-R/DVD-R into your DVD drive. Open ImgBurn by going to "Start," "Programs" and "ImgBurn." Click "File," then "Browse for a source file." Navigate to your Desktop and select the SP3 ISO file. Click "Open." Click the blue "ISO to CD" button located on the bottom left of ImgBurn. The program will begin creating the Windows XP SP3 installation CD. This process may take anywhere from 10 to 20 minutes to complete depending on the speed at which the CD-R/DVD-R is being burned. Click "OK" once the CD-R/DVD-R has finished burning. You've successfully created a Windows XP SP3 installation CD.

Cant find where to install a wireless card
You can't install any cards internally as there isn't any room inside. If you want to add wireless capability you'll need a USB wireless adapter which you just plug in to one of the USB ports. This computer also has PCMCIA (card-bus) slots, but that's older technology. USB adapters are much easier to find.
Won't charge, purchased new battery and new AC
You are right, most of the situations like this end up that the charging connector fixed / soldered to the motherboard get damaged because of shaking the connector when ever we connect and disconnect it .
Can not enter in bios.
You may have to reset the password. Some laptops will kill the bios password if you take out the cmos battery, the main battery and leave the system unplugged for 1-2 hours.

If you are not able to use the integrated keyboard, you can try an external USB keyboard. If it doesnot work, then you can try to use the onscreen keyboard. To use the onscreen keyboard, go to start > programs>accessories>accessibility> on-screen keyboard . Open a notepad and then try to type using the onscreen keyboard. If it works, then you need to replace the keyboard.
