Motherboard ga945pl-ds3, when I turn off power
PSU could also be playing up and not giving correct voltage to motherboard - check outgoing voltage from PSU with voltmeter and check product standards for that model... If ok then it could be the motherboard itself - all it takes is a capacitor or transistor/logic gate(switch) and it will start behaving unusual...

Will a gigabyte B85M-DS3H-A mother board support Win XP
go google and type in---gigabyte mother board ds3h-a---
there are pages of information on the board , it's specifications , the chip it runs and ram sockets
win xp is an operating system and as long as the chip is fast enough is what matters
talk with a computer repair shop for best advice

I need the front panel connections location, which ones go where for the ga-73pvm-s2h motherboard
Gigabyte has the manual for the GA-73PVM-S2H on the product support site:

http://download1.gigabyte.us/Files/Manual/motherboard_manual_ga-73pvm-s2h_e.pdf . The Motherboard Installation Guide at the top of the list is a generic manual for all motherboards.
The front panel connections are shown on page 28 of the manual. There are two lines of pins. From left to right, the inside line of pins are the Power LED +, Power LED -, Power Switch +, Power Switch -, then the Case Speaker +, Case Speaker -. (The speaker - is next to a Case Fan connector; so there are a couple of blank spots between the speaker + and - pins.) On the line of pins at the edge of the board, again from left to right: HD LED +, HD LED -, Reset Switch -, Reset Switch + . There is no contact on the last pin in this group.

What do you want to know about the capacitors? They are surface mounted and require practice and skill to replace.

Gigabyte laptop wont switch on
If no lights come on when you plug the laptop into the wall, check the DC supply voltage from the power supply located on the cord you plug into the side of the laptop.

Have you checked the BIOS? The BIOS on this board has a section called Smart Fan. It's in a part of the BIOS called PC Health Status. The fan's response to increased processor temperature is controlled by something called Easy Tune. If the processor is overheating and you can't hear the fan running flat-out to cool it, the RPM needs to be increased.
Another thing to check is the heat sink to processor contact. In order to get good heat transfer from the processor to the heat sink the whole top of the processor needs to be coated with a thin film of heat sink compound and the sink needs to be correctly aligned and making good contact with the processor.
If all of this proves fruitless, you can set the BIOS to optimized defaults by pressing F7 while in the BIOS. Ultimately, as a last resort you can try F6. Of course, as you're most likely aware, you have to save and restart after each change.
