sounds like a short. could be the charger, but could be the connector on the laptop. does it wiggle at all?if you isolate the cable (don't wiggle the plugged in part) and move it around, can you cause the charging to stop and start by bending your cable? if so, it is definitely a short in your charger and you'd be best off ordering a replacement if you don't want to deal with the hassle.
