Engenious eoc2611 slow speeds when i changed internet providers
No setting would have any effect on that. If you are downloading the same file from the same site on both wireless and wired, and nothing changed other than your ISP, then there is not much that can be said other than wireless is always questionable, anything in the environment including your neighbors moving furniture, or adding or changing their own wireless network can effect your wireless network. The connection to the wireless access point would not effect the speed of the wireless network. That being said if the tests that you are doing involve different files or downloading from different sites, keep in mind that Comcast limits the speed of connections to sites if they feel it is using too much bandwidth and the owner of the site does not pay fees to Comcast.

Slower wireless speeds
Sorry to see you leave FiOS.
Without knowing how your EOC-2611s connect to your network, I can only speculate. But...assuming your 2611 plugs into the Comcast router... Check the Ethernet port status. It should be 100Mbps Full (Duplex). If it auto-negotiated to half duplex, that would explain your throughput issues.

Setting linksys wireless access point security
Reset the Linksys to "factory settings", including the default logon-ID and password. Login to the router, and enable wireless security, and set a password for your wireless network.

Cant change router password
If your on windows from a command line type ipconfig /release and reboot..not sure how to call 225-290-5733
