Hi Planoray,
Windows XP Pro is not a problem.
First I would like you to test that DVD with other computer and see that its working fine or not.Sometime you need to clean DVD(movies) cos many scratch on it.
But if it's doesn't work then you need to do few more testing,
go to my computer and se you CDrom property that it's DVD/CD ot just CD ?

Seth,

Sorry, but this machine has seen better days. At 500MHz it just can't handle today's robust media rich web sites and programs. Plus all those optimizer's slow it down as well.

For example I have a 2.66GHz that's 5X's faster and its about ten yrs old. I would purchase a new one in a second, if I had the money.

If you can boot into safe mode try, system restore. You can even load window on top of it's self (repairing).
Anything XP or newer does not require a system.ini file. Only Win 98 or older. Here is what I found. http://www.computerhope.com/issues/ch000211.htm

During the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS the using arrow key scroll down to advanced bios features press enter change your first boot device to cd,press escape then press f10 to save to cmos to restart

note this will erase you operating system you will have to have an operating system disk to load it onto you hard drive or create a partition to load another operating system
(note after you have loaded the operating system you should go back and change the first boot device to your failsafe or optimized defaults)
after windows has loaded

your computer will automatically restart it might restart 2 times one to finish the installation
the next will be because the operating system is loaded and will boot from your cd
during the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS using the arrow keys load failsafe defaults or load optimized defaults press escape then press f10 to save to cmos to restart

Download IBM 600 repair manaul. It says to reseat the keyboard connector on the system board.
