My Panasonic dmc-f3 battery falls out of case ,clip does not hold it in
You are not putting it in correctly. In one way it will only go partially into place and will not allow you to close the battery door. turn it around and it will lock into place. Look in the hole for the contacts and make sure the battery contacts are in the same alignment.

Shutter button won't work
Try setting the top dial to P, A, S or M and see if that helps. You should be pressing the fat silver button that is inside the zoom control ring on top of the camera. If it still won't work, can't help but think this is something confounding but simple and if that is the case, ask for help in any camera store. Tell them you can't shoot a still photo and see if they can't figure it out.
It is awful trying to shoot with equipment that won't work right. Hope you have figured this out long before now.

How do I defeat the flash on a Panasonic DMC-TZ3?
In the Flash menu, there is an option for Forced Flash Off. Press the Flash button to the right of the Menu button. Then use the up down arrows to move to this option. (It's at the bottom of the list.) Then press Menu to set the option to the Flash Off. This is shown on page 36 of the manual for the DMC-TZ3. I found a copy of the manual here:

Your pictures may have exposure or blurring issues in this mode. The shutter will stay open longer to attempt to gather enough light.

HOW TO TRANSFER PICTURE FILES FROM A PANASONIC DMC-Z19 CAMERA
I guess you want to upload your pictures to a computer? Panasonic cameras come with a special USB cable that plugs into a receptacle that is covered by a flap on the side of the camera. If you don't have the right cable, you can remove the SD card and put it in a reader attached to the computer.
