The usual cause is that the transmit button on the mike is broken or stuck in the "talk" position. If you disconnect the mike and the radio, then turn the radio on and it still is showing transmit, then the issue is inside the radio or the connector for the mike.
If the radio stays in receive mode with the mike disconnected, look at the mike connector for any bent pins or damage to the connector. If you don't see anything, try spraying electronic contact cleaner , the could be some corrosion that is causing a short here. Another thing, if you have it, is to use a different mike and see if that works properly.

Most headsets do not have a reset since there is nothing to reset. If you need to pair it again with a phone, go into the settings of the phone, find the bluetooth device list and tell the phone to forget the headset. then do the pairing again, after fully charging the headset.

The overall reports on this radio, which appears to have been discontinued, is that it has a number of problems and needs to be serviced and the circuits aligned by someone with the appropriate skills and equipment. If you purchased it recently, from all reports, see if you can get it serviced under warranty.
otherwise, find a good CB repair shop and have them check it. The likely culprit is a bad transmit circuit. Not a easy fix unless you have the tools to test properly.

if you just bought them, return the one that isn't working right for a replacement. it appears that there is a defect with that one, possibly a loose wire or bad circuit.

If the radio is designed to use a two prong connector, then you will need to replace it with the same type. Generally, one prong is for the mic and the other is the speaker. There is usually a common ground on one of them and possibly the push to talk on the mic prong.
You shouldn't have much trouble finding a two prong replacement mic, eBay has many for most radios.

Sounds like the battery is not charged, or they are not properly Paired to there wireless receiver.

Hold the power button for 5 seconds and most of them will enter pairing mode, then on the receiver use a paper clip and insert it into the small hole in it to get the receiver into pairing mode as well. Refer to the supplied instructions it came with if that does not work.

Depending on where you live, your county may have decided to go to the new 800 mhz band. Many county police, fire, ems, and 911 centers have gone to the new digital modes and moved to the 800 mhz band. Older scanners do not work well.
