Problem with connecting two 24 port 3 com switches
If the whole network looses connections when you connect the two switches together, there may be a loop in the network...that is, there could be another path for data to pass between the switches. Typically this is caused if there are two cables connecting the switches, but it can also happen if there is another switch or other network device connected to both switches.

Typically non flashing port lights means that there is nothing connected to those ports and no communication is happening. data movement and communication fires off the lights.

Port in tunk
I'm not sure you can trunk vlans across diffarent manufacturers.
on the cisco you need to set trunk mode on blade/port and set type. if you can set same type on both switches then the trunk should come up

I have two 3com
I don't know anything about these units, nor do I have time to source any docs for you, but maybe you can try connecting a PC directly to the port your patch panel is connecting the the switch from, you can at least see if that port is working.
My next and only other suggestion is to invest in a "LAN cable tester". In my area, you can find cheap ones for U$20.
The tester will allow you to check connectivity between any two ports, and allows you to test both patch links and individual CAT5/6 cables.
