I can answer this for you Nancy. All general questions must have 'make model (what it is)' as the first 3 words. In the case of vehicles, 'year make model' first three words. Then there are about 40,000 categories to choose from. You posted to the Category 'Land Phones', perhaps this is the subject of your question (I generally answer those), but Misc or Fixya website would be better. The trick is to try convince people to call them back, So when you do this you loose a lot of money right away. When this ringing happened all of a sudden then I would rather not respond. Don't call back hidden numbers. Typically call centers try connections for only a number of seconds, making it economical accountable. Call centers are also notorious for pulling off tricks. Perhaps this specific time is not that precise, we can not make that out and then it is your place on the call list that determines. There could be psychology behind commercial callers intentions and I know about social security where I live, that they gather evidence or confirmation about clients and hang up after a phone is answered.
