Check your programming. It sounds like you have chosen a code number in one radio and the other radio has code turned off (zero).

Go to Settings on your phone turn on device as you start your Bluetooth on your phone. They should find each other and pair automatically but if they don't, turn off the device and then on again then immediately touch "scan" on your Bluetooth setting on your phone.
