On the adapter there is a small red button. This button must be pushed, then the red button on the bottom of the mouse must be pushed. The mouse light should blink and you should be able to use it.

Had not used our mouse in quite awhile, put in new
If its the 3000 ... you need to snap the battery compartment in correctly to get the battery to work.
Replace the battery. When you reclose the battery compartment you just
snap it in place but be carefull.. even though its easier to insert the
top and then slide the bottom down in DO THE REVERSE... insert the
bottom prong allllll the way in and then snap the top forward and into
pace. In order for the battery to work the top needs to be firmly in
place and I've found that snapping it in in the aforementioned way is
the only way to make sure its snug n stuff.
Hope that helps.
I've had this mouse for five years and love it but alllways forget that
issue in replacing the battery and inevitably spend fifteen minutes
scratchin ma head everytime the battery needs replacement.

I have a MS wireless notebook optical mouse 3000,
You need to change the batteries. You'll need 1 AA battery. To open the battery compartment (which is on top of the mouse where your palm rests) you need to press the shiny silver/red button that is on the rear of the mouse. Sometimes its stuck so just fiddle with it until it pops open. Replace the battery. When you reclose the battery compartment you just snap it in place but be carefull.. even though its easier to insert the top and then slide the bottom down in DO THE REVERSE... insert the bottom prong allllll the way in and then snap the top forward and into pace. In order for the battery to work the top needs to be firmly in place and I've found that snapping it in in the aforementioned way is the only way to make sure its snug n stuff.

Is it an old (as in used a lot) mouse, I had a similar problem a while back and it was down to a worn out micro-switch, it would still work but because something inside had work out it would always double tap.
It may not be the answer to your problem, but at least if you can test another mouse it will rule out any mouse control panel issues

My microsoft optical mouse isnt working on my lap
Replace worn out batteries in it. If that isnt the problem then access the BIOS screen by booting laptop up and pressing DEL key, search for setting that lists infra red laptop pad, enable and save / /reboot.

Microsoft wireless notebook optical mouse quit working
You may have a bad mouse.
Try the mouse on another computer. Since it's a microsoft product it should install automatically just fine. It'll either work or it won't If it doesn't call Microsoft. The mouse has a warranty and MS will replace it. I was in a similar situation with a MS mouse and they sent me a new device. I did not have to send the bad device in and I got the replacement in a couple of days.

How to activate wireless notebook optical 3000
The inside of the mouse may have collected enough dust to interfere
with the rollers. If you turn the mouse over, there is a door that
surrounds the little roller wheels you can remove. Remove the door and
clean the inside out with canned air and a very soft brush. Be sure to
clean the dust from around the wheels, etc. Reassemble the wheel
section and all should be OK.
