Help please

I uploaded the needed file for reinstalling rom. This is the link :

After you start in usb boot mode, connect your device to computer with your miniusb cable. Disable activesync connection ( rightclick icon from taskbar-> connection setting ->
deselect allow usb connections). Start the update tool, browse to your rom file, select it and press update. Enjoy it

My mitac not start

what is it, posted to computer repair help is too hard to tell what it does first? animal vegetable mineral?>(classic joke)
