Does the camera accept SDHC cards (which is what you have)? if not that is the problem.

E18 Error Fixed Canon PowerShot A520
My lense would not come out and would give me the E18 error and shut down.
I just pressed the power button on and held it down while extending the telescopic zoom lense. It made a horrible sound but the next thing I knew the lense extended out and the camera worked again!

from here.You don't really need to use ZoomBrowser. The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program, such as ZoomBrowser or
Picasa.

The SD200 works with SD cards. Your 4GB card is actually an SDHC card. While it fits into the slot, it is electronically incompatible and will not work in this camera. You need to use SD cards, 2GB and smaller.

Do
the cards that you are using say SDHC? If so your camera is probably
not compatible with them. Try using a regular SD card (no HC) and that
might solve your issue. Hope this helps!

Consider NOT connecting your camera to your computer.
The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

The memory card may need to be formatted. You can do this by plugging the memory card into an sd usb reader (separate purchase) and opening up that drive in your computer right click on the memory card drive and click properties and one of the options should allow you to reformat your card. This will erase any info on the card.

SD type cards have a little switch on the card that can write protect or "lock" it. Take the card out of the camera and check this switch. To unlock it, it should be moved towards the edge of the card which has the electrical contacts.

Many people are unaware that the newer SDHC format cannot be used with most older cameras. Your camera was manufactured well before the SDHC format came out. I'm sorry, but there's no way that a 4GB SDHC card will work with your camera, it just doesn't understand the new format of the card. The max size card that you can use with your camera is a standard 2GB SD card. More info may be found
