Computer may not be reading the cameras media properly. Or the media card may be corrupt. If you have seen the photo previously that may be the problem. If you never saw the phot before in your camera it may not have written properly to the camera media. I'd take the media card out and see if my computer could read it directly from the computer card slot. If not, replace the media, and make certain to check to see if the camera has saved the photos from time to time.

Hi
When using an SD card, there is a slider on the RHS when the label is facing you. This can be used to lock the card and can get moved to the lock position when you insert the car into the camera. You need to turn the camera off and check the tab is in the onlocked position.

Still your lens is defect. Could be a gear or the motor, or anything inside. You can't solve this yourself. when it is in warranty and it has nothing like a small dent or scratch, just return it to the shop, or visit a samsung certified repair centre close to you.

(This is only relevant if your Chromebook 11 has a card reader. The HP one does, apparently)
[for Windows computers see p87 of the manual http://www.camera-usermanual.com/manuals/samsung/Samsung_PL20.pdf - when I connect my camera {not a Samsung} to my PC it can search the internet automatically for the appropriate drivers/software so you may need to ensure that your chromebook is connected to the internet ? But, the manual says nothing about working with Chrome OS]

You don't need the software than came with the camera to access it and download the images. The drivers will already be included in Windows 8, just connect the camera to the PC and it will automatically install them. If you're looking for image editing software you can download a free, open source one called GIMP that works very much like Photoshop.

Focusing is one of the most difficult parts for every digital camera. Special on the end of the moon, and if the lights are low. Every camera needs sharp contrasting backgrounds and no distracting other high contrast objects in the foreground.
Be aware when you soon in to the end of the zoom range, you can't focus on close objects. Minimum focus distance can be a few meters.
It could be you switched to silence the focus noise, what can be bad for focusing.

Hi you have very interesting problem. It seem to me just lens unit defective. What I can tell between camera picture mode work and video mode work are depend on how mechanical shutter unit and electro shutter signal work. It is kind of technical thing to figure them out. Maybe I am wrong, but I sure also. Thanks and best regard!

Do you really need a driver?

You didn't specify the model of your Samsung camera so this answer assumes it uses a memory card of some type.

The best way to transfer pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo management program such as Picasa.
