This appears to be a mobile phone, not a camera, although it may have picture-taking capabilities built-in.
You can download a manual for almost any equipment by Googling the make and model followed by the word Manual, then follow the appropriate link(s).

Check You Tube for a video. There are a lot of them. Even if the model number isn't exact, but the case looks like the one in the video, you'll still be able to use it to open your phone.

Suspect battery - won't hold a charge. Go to Walmart, borrow a replacement battery that is charged, and test the camera - if no issues with borrowed battery, purchase a new one. Enjoy.
DO NOT force the lens in or out, the gears are tiny and very fragile - another possibility, if the lens moves and then stops and the power dies - gears are jammed or broken. But go for the battery test first. Good luck.

You can try removing the battery for a minute.

Possible Solutions.
1. Charge the battery
2. If still not turning on, try using a little alcohol and wiping the battery terminal(s) on the battery and the battery terminals in the camera. Use a QTip and allow to completely dry before recharging the battery or inserting it into the camera.
2. Replace the battery with new one.
3. On/Off switch may be defective on camera. Charger may be defective. Wire connecting power from charger to wall socket may be improperly connected or loose.
