How old is the gas in the tank? If it is older than 2 months drain it out and put in fresh gas and try again. Have you seen spark jump across the spark plug gap? To check for spark I use a spark checker. One end goes to the plug and the other to the spark plug lead. If you have spark you see a light flash which is more easy to see.

tapers break easily when the taper is distorted momentarily leave the bolt in place unscrewed about 1/8 inch place a bearing puller under the boss and apply pressure to the head of the bolt using to heavy hammers , place the head on one side of the boss and hit hard on the other side of the boss this will release the taper and it will jump to the head of the bolt remove the bolt If there is a key in the taper as well then the problem becomes different as you may have to apply heat to the boss to distort the taper and break the rust bond on the key

You can look up the air filter with the model number and order it over the internet from a website such as partstree.com, but there are others. Or, you can get the model number and go to your local small engine repair and parts shop. Mine had it on the shelf. If your chipper/shredder is like my 8 HP Craftsman with a Tecumseh engine, then as you are looking at the engine, look on the left side of the shroud or cover and way down low on the curved portion is a label with the model number on it.

In my shop, I use Autolite brand plugs. Your engine would have come originally with a #255 or equivilent. Most shops will upgrade that plug to a #458. It is slightly hotter and gives a more efficient burn. You can also use a Champion J19LM or an NGK B4LM.
