PC wont boot
In my experience if I cannot get a computer to boot after I have gone to the trouble of changeing out the board and CPU ,with known good ones, I suspect either something is shorting the board and I try it outside of the case or more likely the power supply is not preforming correctly. A third possibility,though unlikely if it was running before,is that something is not hooked up properly.
No boot...no nothing...I am screwed
The red light indicates that that the ATA bus is set up properly, (same goes for many SCSI controller cards). On some mainboards it represents memory modules being under current.
If the CPU was and AMD, then it is most likely history. Intel had thermal throttling much earlier, so it most likely is still OK. If your motherboard speaker is present or a functioning one is connected, it should report a dead cpu by a number of beeps.
Check the cpu orientation and/or seating. (make sure you did not damage the cpu ceramic core when installing the heatsink -that killes most athlon/duron and P3 socket cpus)

My guess is that you damaged your processor or some thermal grease (paste-like material that physically bonds your heatsink to your processor) is shorting something. Unplug your power cord, remove the heatsink and processor. Check the processor for surface cracks and bent pins. Make sure NONE of the thermal grease has oozed over the edge of the processor onto either the processor pins or the motherboard itself. This material is both thermally and electrically conductive and can cause shorts.
