The secondary speaker is not working correctly...actually the woofer is only putting out about 1/4th of what the other one is.

Have you checked first off that if you put the speaker on another channel it is still playing up? Assuming it is the speaker that is playing up there are a few possible explanations for it. First that the woofer is faulty, a rip in the material or damage to the cone. Especially if it was played too loud or connected to the wrong sort of amp for it. The next problem is the crossover circuit. It could contain semi-conductors (transistors, IC, etc) that can short out or play up. Another fault could be bad internal connections. Or breaks on the PC board of the crossover. Speakers sometimes get knocked over and the shock can cause a break on the circuit board.

What wires can I use for my Theater Research TR-1500 speakers?

Depending on the length needed, you can also use plain old lamp cord. Lamp cord is sold by the foot and comes in different colors to blend with your decor. It is 18 ga and has one side that is ribbed so you can keep the correct phase (for example red = ribbed). There is also "speaker wire" which is usually clear-jacketed and the wires themselves are color coded (copper and silver). Don't waste $$ on fancy wires but do make sure to use 18 ga or thicker (16 or 14 for longer runs). Solid copper (not CCA, copper coated aluminum) is best but you don't need "oxygen-free). Monoprice.com is an excellent source of cables of all kinds or just go to Lowe's, Sears, Radio Shack etc.
