PC wont boot
Check your specs for this one on your Card (should be on the box or in your included documentation), but I believe your card is PCIE v2.1. If this is the case, your card won't work. Your mainboard is an older one, and you can tell by the black PCIE slot that it is only PCIE 1.0. NOTE: PCIE v2.0 cards will work with PCI v1.0 as long as they meet power requirements, etc. (yours should be fine) but there are no updates to fix this on your mainboard. Time to dig out your receipt and look over the return policy. Again, a PCI v2.0 should work OK, just not the v2.1 cards. Please take a moment to leave feedback if I helped you out today.

You need to contact what ever sapphire is ? there would be a support page on their web site or a contact link somewhere on their web page. Not sure what sapphire you are referring to is ? Is it Achocol or is it a graphics card or something else ?

HD6870 DVI
Use the manufacturer's utility to check the temps. I would first swap out the DVI cable to make sure that isn't the issue. Then try a different monitor/TV to eliminate those as the problems. If you have onboard VGA you could also switch to onboard VGA to make sure the cable is good as well as the monitor.

Your graphic card got faulty pins or it must been overheated. Try using it after 6 hours after resetting CMOS.

HD 6970 - POWER SUPPLY CONNECTORS
YES, if your card has 2 power connectors, they should both be connected. Always, Always, Always!I would rather use 2 separate cables, I am having a hard time imagining what kind of "jumper" your a talking about. That sounds kind of Hinky, so before proceeding I would strongly suggest that you make sure that your power supply meets the power needs (for Watts and Amperage) for your new video card. Check out your video card's specs in your documentation, and look for a sticker on your power supply for its specifications.

Have you actually purchased Visio, or are you just trying to get it for free?
As a software guy, I would have to advise against piracy. :)
There are several ways to get Visio for cheap. If you are a student, there are discounted versions available online and in stores. Also, you can check with your school for even cheaper options sometimes. Try the university bookstore if available. Or a Computer Science department maybe.
If you are working, and your company uses MS Office applications, find out if they have the "Microsoft at Home" program. You can get MS Office applications for really cheap that way. I can get Visio through my company's "Microsoft at Home" program for a few dollars.
My Employer Says They Are Going To Cut My Wages. Can They?
If you are in the middle of a contract, then cutting your wages is almost certainly a violation of your employment law rights. While I am by no means an expert on this matter, I did have a similar issue years ago - mid-contract wage cuts - and I hired an
employment attorney to fight the case on my behalf. It turned out that my employer was basically looking to scare people into taking the wage cut.
They got into some pretty serious legal trouble for their transgression, and nothing happened to me in terms of wage cuts after that. If you are between contracts, your employer can re-negotiate your salary, but as far as I am aware, if you are in an agreed-upon contract, they cannot just decide to reduce your salary. If you want to settle matters, contest this action with support from a legal professional.
