Choose the channel guide button on your remote, check and see if your programming is coming in, if not call Dish to send a programming hit to your receiver.
If it's a silver colored VIP211, it's one of the older models and should be replaced soon. (They go defective very often.) Contact Dish and call them to have it replaced, they can either ship you out a replacement receiver or have a tech come out to replace it. If you activate Dish protect silver on your account it can save you from the $95 tech visit fee. Hope this helps! :)

Did you connect to the output of a box? If so then it will usually come through your him I and doesn't require a scan. If cable set your menu setting to cable and not antenna.

Get a hold of dish network, you don't own the receiver it would be up to them to service it or replace it, but that doesn't sound normal for it to run all the time
