MR-8. How can I hard reset?
Generally, a hard reset is initiated by pressing a dedicated reset button, or holding a combination of buttons on some mobile devices. Devices may not have a dedicated Reset button, but have the user hold the power button to cut power, which the user can then turn the computer back on.

Fostex mr 16 digital multitracker, Power button has pushed bin and can not turn recorder on
First, check the fuse. You may need a magnifying glass or an ohmmeter to check it. If the fuse is bad, replace it.
If the fuse is OK,or you've replaced it, I'd suggest you take it to a pro audio service center for repair. This sounds like either a major power supply problem, or a shorted component, anywhere in the unit. It may not be cheap, but get a repair estimate so you can decide if it is worth repairing.

Transfer music form fostex 440 to a PC
Step one- download the open source program Audacity. http://sourceforge.net/projects/audacity/?source=directoryGet an 1/8 inch stereo jack to stereo RCA outputs (some digital cameras with vieo capability have these cords.) Plug your tape deck "Line Out" to the "microphone" input of your sound card if it does not have a "Line level Input." You will have to adjust the microphone level once you enable it in the microsoft windows audio settings accessible through the control panel file.If you are using a mac, you will have to open the CDEV to set it up.Then it is simply a matter of getting used to using the program, which does not take too long. Just remember to save either each tape side or each song as it's own project.All open audio files in the display will play simulataneously, which is why you want to close them and start new.If you need other tweeking types of programs to reduce hiss or potentially disk pops, there are some offerings also at sourceforge http://sourceforge.net They cater to Windows, linux and Mac.The sampling rate you choose- if not variable- will affect sound quality and file size.

The most likely case is that one of the main output transistors (if which there are many) is shorted. When the protect circuit senses DC on the final output, it will not allow the output relay to come on to protect the speakers from raw DC. With the power removed, you can check between each outputs Emitter and Collector and you will probably find close to zero ohms. From that point you need to unsolder each of the pins of the bad channel until you find the shorted device(s) and replace them.

No or very little sound from Fender passport
Depending on the model, there are four around that date, it could be the insert jacks are tarnished reducing the signal flow between the pre amp stage and digital power amplifier. It could be the power amplifier has failed. It could even be customer error in wiring.
This assumes there is the correct level of signal entering the input sockets of course.
