This is caused by setting the encryption to WPA-RADIUS instead of

trying to find a RADIUS server with which to authenticate your system.
Switch the encryption to WPA-PSK (pre-shared key) on both ends and it
will work.

If the router is too new it may not be backwards compatible with wireless b standards. Otherwise check the router settings for something like "wireless b mode" adding older technology will slow down all devices on the wireless network. It may be easier to find a used wireless g pcmcia card online.

Most of the newer routers use a newer type of encryption (WPA or WPA2) which is not supported by older 802.11b hardware.
Either set the Linksys router to use WEP encryption, or get a newer 802.11g card for the old laptop which can use WPA or WPA2 encryption.
Older versions of Windows XP also need to be upgraded to Service Pack 3 or apply this patch:

You can download the driver for it from the manufacturers web site and once done you can continue with the installation of it.
