Seems like thermal throttling, thermal throttling is a process where a device slows down in order to cool down. If the unit has a fan, the fan might be misaligned. If so, since it's out of warranty, I would suggest self-repair since I do not know any store that repairs those kind of devices.

As long as the voltage is the same and the center pin polarity are the same as the coby charger, any brand charger will work.
