Probably a faulty motherboard. How old is your tablet? has it been dropped in water or has water entered it by any means?

Question edited for clarity. You can't. You have to fix the Volume button first as it is the thing that initiates the reset. But you can try the volume Up button instead. Some version of Android will work with either or both Up and Down.
