Why does my mackie cfx12 mkii have low output across all 8 xlr inputs at unity gain with distortion above that?

Where are you getting the low output? It would be very strange if all channels failed in the same way so it is probably something common to them all. Can you get the clip light to illuminate at all by turning the gain up on a mic channel and shouting into the mic? You are referring to the gain at the top of the strip not the slider aren't you? What happens if you assign a channel to the other sub channel, does the level come up through that? What happens if you take the output from the aux send and you send signal there, is it the same issue? I may be completely wrong but I suspect if it is only mics that are causing a problem you may have the routing set up wrong or not set a level somewhere else right.

Mackie CFX12, right side output not working? Help!

Assuming if you pan hard left on an input it comes out the left and panning hard right goes nowhere and as you say the tape input feeds through to both sides OK there is a very limited number of places where the problem can be. If you are confident open it up and check all the connectors and cables. If anything has come loose this may find it, otherwise it's a trip to the repair shop. The largest cost will be the taking apart and putting back together as the repair itself should be a simple one and diagnostics easy.

Effects chip how hard to replace

What makes you think the effects chip is bad? It is LIKELY a fine-pitch DSP that is far beyond what the average tech could do. If you could get one, you would have to take this to a shop specializing in surface mount rework. The chances of this chip being bad is very low. More probable is either pilot error or other circuits, especially those exposed to the external connections.

Sorry, I have looked at the schematics and the TAPE IN jacks are mixed into the MAIN outs AFTER the insert jacks, so your subs will NOT receive signal via the insert from the TAPE IN jacks.
You could make a small passive mixer merging the TAPE/CD before going to the crossover. This would require some non-standard cabling.... The other option is to run the CD into a regular stereo channel rather than the TAPE IN jacks... then the CD will go through the insert/crossover and to the subs as you desire. The last option is to use the crossover at the MAIN outputs instead of as an insert... which would be the CONVENTIONAL way... use BALANCED cables wherever possible.

Mixer signals is on but qsc 1450 amp not giving any sound when main output is connected but when run aux send to amp it gives sound. What might be the problem.

Mackie CR1604 mixer hum on all channels

I doubt the issue will be the regulators if you have the correct voltage on them. Check where the hum is coming from. What frequency is the hum; 50/60HZ = mains hum = bad ground. 100/120HZ = power supply hum. Affected by a control somewhere maybe.

Master volume not registering at correct level. Profx12

This unit will require an amp. I have set up several mixers and I do not watch output level numbers, you can get desired volume using amp. It does no good to drive input levels high output levels high and the turn down amp. Lower your inputs so no light flashes set master gain to -6 output and then raise amp volume. I have set up 16 mic mixer set individual levels and the feed to main mixer and controlled levels with one fader. I have taken mixes from main mixer to another mixer to control audio on video feed. A good band does not let member's set their levels . the audio person set levels, bad bands have members to set own level with resultant a mess that gets louder and produces sub par event. Mackie 16.4.2.vlz pro. All the channel overload lights come on as soon as power is applied. Changing control/switch positions has no effect.

You probably have issues with caps in the power supply....I would check that first...open it up and look for buldging caps and replace any that you find....
