If it refers to an MSI System component then it is likely a windows installer problem.
Go to the
Windows Installer 4.5 Redistributable download page.

If you are visiting the download page for the
first time, near the top of the page you may see a "Validation
Recommended" box. If you see this, click the "Continue" link
and follow the prompts to get to the actual download page containing the
"Files in this Download" section.
Download the Microsoft Windows Installer installation file depending on
your version of Windows:
For Windows XP: Download the
WindowsXP-KB942288-v3-x86.exe file.
For Windows Vista 32-bit: Download the
Windows6.0-KB942288-v2-x86.msu file.
For Windows Vista 64-bit: Download the
Windows6.0-KB942288-v2-x64.msu file.
Save the file to the Windows desktop.
Reinstall the Microsoft Windows Installer

On the desktop, double-click the file that you have downloaded.
If the User Account Control window appears, click
Continue.

Follow the prompts to complete the installation.

Restart the computer.
