no, it is not. With that ambient the suction pressure should hover around 0 psi.

that sounds like the hardstart relay that energizes the start windings in the compressor . if that or more likely the capacitor fails when it is first energized the compressor will pull excessive amps and cause the overload protector to open until it cools for a minute or two.
