Reset what, specifically? Take it back to factory specifications? What type of laptop? What operating system is it running? If it's running Windows 10, go to the start menu, Settings, Update and Security and pick "Recovery." It gives you an option to "Reset this PC." (I believe it's the same for windows 8.)

HP Recovery Manager can be accessd from the Start Menu, or by tapping F11 key as soon as you power on the laptop. Recovery Manager is used to reinstall back to factory specs_also used to make a Recovery Disk set.

Not 100% certain, but is usually a sign of infection. You can right click on it in the task manager and select 'go to process' to see what is creating it. Google the process to find out what it is. It also doesn't hurt to run a complete virus scan (of course you have an up to date virus scanner, right?) you should also run MalwareBytes (Great free program with no malware)
