TV turns on but no picture
The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

To some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced.

Do you have sound? If you have sound and no picture most likely you are dealing with either a back light fault or power supply problem. Dim the lights in the room, take a bright flash light and shine it on the screen with the set on. If you see a faint picture, it's back light/power supply related. T.v. doesn't start up
If total dead look inside for a fuse, if does nothing but power light is on in small way suspect power supply inside the set----if you can access that area safely look for any clear signs of burnt parts or even puffed up caps which is common.
How to test tuner on 40lc45s
You have to open the set to replace the tuner. It will be soldered to a printed circuit board. You must have soldering iron, de-dolder pump, and all other testing equipment with you to replace it. It is a skilled work. A user, who is not experienced in working with electronic printed circuit board, can't do this work. After replacement, there might be some adjustments too. To do these adjustments, you must get into the TVs service mode option, which is quite different to that of user mode options.In fact, it will be best to contact any experienced service technician to do this work, rather than trying to do it yourself, and ruin the set.
