This is not something that is easy to work on since it is a laptop. About the only thing you can try is removing the battery and see if that works. Some laptops use smart batteries that tell the computer not to start if the battery is exhausted and no longer good.

You should remove the back cover on the tv. Then on the power circuit board see if the capacitors are swollen or bulging. (capacitors look like little batteries) If they are swollen then that most likely is your problem.Very common with flat screen tv. To remove the old ones off the circuit board you would have to de-solder them off. To replace them you would have to solder new ones in.

It's most likely normal for the fan to come on when required to cool the system. Q-Fan or Smart Fan is usually the technology.

This is actually very common. Standing directly in front of the machine, the bowl will lock into place to the left side at 90 degrees or to the right side at 90 degrees, BUT, only one side activates the safety device in the base unit. With the bowl off you will see a small button. The channel down the side of the bowl must be above it. Most likely failed back lights in the laptop display. Can you see your windows screen if you look at an angle. If you connect an external display, does the external display now work. External displays can be VGA, HDMI, Display port, DVI and the newest would be USB-C. Any external display that you can connect to confirm the video isn't bad and that your back lights are dead.
