The MP640 uses the PGI520 and CLI521 cartridges. When you lift the top and the carrage moves to the middle all full cartridges should be lit up. If the light is off on any/all cartridges it means they are empty. If the light is flashing it means it is running low. Each cartridge has a clip on the back of the cartridge. Push this clip towards the cartridge and it releases the cartridge for replacement.

I would try opening the printer, make sure the ink cartridge is fully seated. Once that is checked, unplug the printer, wait a minute or so, then plug the printer back in and try to turn it on. If the problem persists, then try a new ink cartridge. If that doesn't work, there is something major wrong with the printer itself, and will be beyond anyone but a Canon repair facility to repair.

Did you try IPA to clean the absorber then leave it to dry COMPLETELY. Also some printers have a small electrical connection to detect when the absorber is at capacity, check these contacts.
