Purchased a midland 75 785 from u s will it work
- For 11 meter (CB) the standard 40 channels will be the exactly same as the "EU" set of frequencies (channels). However the "UK" 11 meter (40 channels) and the U.S.A. 40 11 meter (40channels CB) will not work together at all. This includes any actual Citizen Band radio, excluding Export 10 an 12 meter radios often labeled as "CB'S" which they are not.

Midland 75 785 noise problem
change channels maybe it will go away. How is you power hooked up? does it go to the fuse box ,cigarette lighter or directly to the battery? Try hooking the power up differently .If that doesn't work try asking a friend to hook it up in their vehicle to see if it still does it. once you find the problem then install it. Could the nb/anl switch be in the off position ? Good luck.

How do I get back
I'm guessing that you bought the CB from a person not a company the CB band is between 26Mhz and 27Mhz unfortunately your CB was Modded to talk on Ham radio frequency's what i would suggest is one of two things if you are good at electrical soldering get a schematic and take out the mod or look on-line for a ham radio store like ham radio outlet near you and see if they can un modd it.
if you bought it from a store return it or talk to midland to see if they can fix/reset it at http://www.midlandradio.com/Contact-Us
one other thing until the radio is fixed it is not FCC part 95 or 97 compliant and is therefor illegal to transmit with it
