What are signs of picture tube going?
Signs of a CRT going old, are bad focussing, unnatural colours and hues of a certain colour (red, green, or blue) if you watch black/white pictures. In colour pictures, black sequences also show hue.

White line in center..sound iis fine
Most common are soldering problems on the vertical deflection IC's.
If this line is quite bright: shut down the set, it might damage the picture tube permanently. Resolder all pcb connections under the vertical defl. part. With a magnifier you can see "craters" around the footprints. Where is the vert. deflection. ? Mostly an integrated circuit
on a vetically mounted heatsink . Typnumber: mostly something TDA53xx like. Gently knocking with a screwdriver and observing the screen might lead you to it's location if you're not familiar with TV's.
Watch out: lethal voltages !

Lines on screen
Try by adjusting the screen voltage to a little less. Check whether the supply voltage to video output stage is OK or not. Refer its repair manual for voltage details. Wont turn on just clicks
The click is the manual relay inside the set------you may have a short somewhere (fuse should be good if power relay clicks) or a loss of high voltage.

Horizontal transistor gets shorted for a month

E-prom
The set has more than one eprom...With the model number AND the location number of the eprom (location number is marked on top and bottom of the board) GOOGLE FOR THIS INFORMATION.

My panasonic the fuse was blown out the cap 200v 560 mf and a resistance 1 ohm 7w i replaced them and the tv won't turn on
This is fairly straight forward---if it got the fuse, input filter (big cap!) and the fuseable 7 watt-----Understand (I do not know how savy you are) the power supply uses two grounds----on the primary side of the transformer (in power supply) it is from earth ground and on the secondary side from hot ground--when checking voltages= these are the key! you have to be on the correct ground to get correct readings.Follow the money---the primary raw should be on that cap---follow it to see when it stops downstream.220 can pop a lot of things---the set should also have a regulator IC in the power supply (could also be a big transistor) and if a chip--raw from that cap goes into it---and regulated comes out another pin---see if you have the raw and then see if at horizontal output collector and from there to flyback( with set off what is resistance reading from the collector of the output transistor to earth ground?what kind of experience do you have with troubleshooting?

I have black border top
You might not like this solution but change your resolution on your cable box/satellite tv receiver. If it is on 1080i change it to 720p. But before you do that try the hd zoom# button on your cable remote. On satellite remotes it might be format or aspect. If that button does not change the picture size then change the resolution and then try that button again
If you haven't tried the wide/view mode/picture format picture resizing button on your television's remote or the option within your menu be sure to do that as well.
The television might not be on the right input.The cable box/satellite tv receiver might be connected to the television's tuner and an av/composite/hdmi input. Make sure that it is not on the tuner input.

Found it here at vance baldwin but not in stock you can call them to check availability or do a search for that part number and a number of places show up.. MCM etc...
