The KX-TGA410 is a handset for several Panasonic cordless phone systems, including the KX-TG411X. (X indicates the original number of handsets sold with the phone system.)
Is the answering system set for "Greeting Only" or did you turn off the ringer? If you have set the system to greeting only, with the phone in standby mode (no calls in or out), press Menu # 3 0 5 . This accesses the Caller's Recording Time. Use the Up/Down arrows to select a recording length. Press the soft key for Save the selection. The options are "Greeting Only", "1 minute" and "3 minutes". Press Off to exit the menu. See page 36 of the manual:

Alternatively, you can press Menu and navigate to Answering Device > Settings > Recording Time. Use the Up/Down arrows to reach an item in the menu and the press Select (same soft key as Menu) to enter a sub-menu. See

If the ringer volume on the handset is set to zero (off), go to the Initial Setting > Ringer Settings > Ringer Volume from the handset. Alternatively: Menu # 1 6 0 . For the base, just press Volume +.
The manual for this system is available at ManualsLib:

I hope this helps.
