Any indicator lights flashing while the TV is not turning on?
Possibly the lamp door is not installed properly.

Replaced bulb, no picture, green light blinks
Usually indicates a bad or defective bulb. If new, it was manufactured defective. If used, it is usually due to excessive heat.
The ballast used to ignite the bulb could also be weak, but usually it turns out to be the bulb.
There is a method to increase the bulb's internal fan speed to aid in additional cooling and prevent overheating, but will also allow more dust to be drawn into the TV if the air filter is not sealed tight.

Green Light blinks no picture
check that the thermistor/temp measuring device is suspect, no resistance across legs. There is a label there that says F701 see service manual

it was mounted to the case that holds the lamp. had to remove the back panel, etc. Also think I had to splice in the fuse or something. was a while ago.
i purchased a NTE8115 from my electronics supplier, closest I could find. Radio shack also has them.
remove the back cover and measure for continuity across the thermal fuse
above the lamp housing.
if open jump it wth a 5 amp fuse, be sure to close the safety switch with
the small blue lever then try to power on.
If comes on ok you will need to replace the entire ballast assembly to get
that fuse.
Panasonic does not have a part number for just the fuse on the PT40LC
series.
It is possible to cut off the fuse and replace with another but dont solder

panasonic should have the part, call 1-800-833-9626 the part number is LSEP3067 and should run around 460 USD.
you may be able to pick it up cheaper through Union Electronic Distributors, they don't normally stock it but i believe they can order it for you, should run around 300 USD. their phone number is 1-800-648-6657

DVD Player
hv C4-line dvd,which reflect dvd,usb,mp3,etc
whereas in actual only give cd player ..
why it so ,seem to be faulty devise .

No Picture No Sound
Check the lamp first ,it could have blown.If the lamp looks good consider the following,The power supply gives the ballast the voltage it needs to strike the lamp,its hard to tell without doing some voltage measurements,you can not measure the output of the ballast but the voltage from the power supply to the ballast yes.
Call professional help if you are not familiar with safety when servicing tv's.

Hd hook-up
The only HD connections for this TV are the Component connections on the back (red, blue, and green).
You use this connection with the red and white audio cable.
