check the point where the fuel hose goes to the fuel tank
there is very fine filter in the hose that could be blocked preventing full fuel flow
only running on choke indicates insufficient fuel flow

Sounds like your choke is stuck on or if there is a set screw on the carb you need to turn it in a little so you are not feeding it too much gas.

Keep an eye on the oil level, it could be sucking oil past the rings and burning it causing the engine to run a bit faster. it may also have a small vacuum leak at the carb or manifold tube, make sure the carb and manifold gaskets are not leaking air. All combustion air must pass through the carburetor exclusively.

I do that on people's mowers when they come in not running fast enough. If they are running too fast I stretch them a little and even cut the end off the spring and reshaped the end to get the right speed. Yes you can do this but be sure you do not over rev the engine or you will ruin it.

incorrect method of setting valve clearance find tdc with the valves rocking, exhaust just closing and inlet just opening--- known as valve rock-- now turn 1 full turn and both valves will be fully closed
adjust the clearance to .010" inlet hot and .012" exhaust hot the noise you hear is clearance too wide

on tillers the control cable lengths need to be kept the same as they use the free end cable lengths to denote how much pressure is put to clutch pressure idler wheel , too long not enough pressure, too short too much pressure

sit in seat , foot on brake cutters not engaged etc

It could be the battery is just no good. I had mine do that and I took the battery to have it checked and they said it was ok and charged it for me came home started right away but after I turned it off it wouldn't start again so I went and got a new battery and have not had that happen again.
