Drillbit doesn't loosen

OMG!!! "It" doesn't Loosen?! Does it Listen? LOL. OK enough! I have had these BD drills before, and sorry they are JUNK! You would REALLY be better off by purchasing a Craftsman Nextec 12 volt drill. It is Lightweight, smaller for small hands, has a flash light built in! AND in a set comes with Cool Flashlight that stands up. It comes in a bag with a charger for $50! BD has NOTHING like this! OK I have HILTI drill ($300)! I never use it cause I use the heck out this great little Craftsman drill. OK solution to your drill bit problem...EASY. Go and buy some WD-40 in the blue-yellow can ($4-5). Spray (ALOT!) around and under where the bit is and where the cap that spins is. Do Not spray into any vents! It May catch Fire. Let it soak x 15 min. Spray a little again. Then Grab a terri cloth towel wrap it around the cap that spins and the bit and reverse the motor to loosen the drive. How do I attach the drill bit to the chuck on a ss

Well I couldn't find a pix of your drill so I will guess that it is a typical drill. You seem to be asking a very basic question so I will start will all the basic info I can think of.

First you have to know where the power trigger is to make it go.

2nd you have to know where the forward and reverse switch is.

Now with the switch in the forward position squeeze the trigger to make it go. Then gently grab the chuck with your hand while it is going and the center Jaws should close up and come out of the chuck.

Now with the switch in the reverse position squeeze the trigger to make it go. Then gently grab the chuck with your hand while it is going and the cetner Jaws should open up and go into the chuck to a maximum point

Open the jaws enough to put the drill in the jaws then put the switch in the forward position. Put the drill in the chuck, sqeeze the trigger to make it go, and hold the chuck so the jaws close on the drill. All while keeping the drill from falling out of the chuck.

When it closes on the drill and the drill is in straight then hold the chuck as tight as you can while squeezing the trigger to make the jaws close very tightly on the drill. If you have very tender hands you might want to use gloves.

To get the drill out put the switch in reverse, hold the chuck very tightly, and squeeze the trigger to open the jaws off of the drill.

Drill wont take a charge

9 times out of 10 problems like this are the result of a bad battery, in other cases it can be a bad charger. Without knowing more information I cannot give you an exact diagnosis. This is the first question I ask when approached with this issue, Has this drill been sitting for a period of time and if so, was the battery charged before it was put away? If Yes, the drill has been sitting and No, it was not charged are your answers than chances are your batteries are dead. This tool has Ni-Cd batteries that self discharge as they sit, eventually these batteries discharge until they have nothing left. In addition, if the battery is stored in a cold garage/shed will speed up this self discharge. I always tell people to think of their power tool batteries just lie a just like a car battery that dies if it sits too long without being started.
If you do not use your power tools on a regular basis it is recommended to fully charge the batteries before storing them or else they will self discharge until completely dead. Another option is the newer Lithium-Ion power tools batteries are not as temperature sensitive, have a much slower self discharge and can sit for 12-18 months before starting to loose their charge.
A replacement battery for this drill runs about $42 plus s/h and can be purchased directly from Black & Decker (1-800-4-DeWalt or www.dewaltservicenet.com) My recommendation is to purchase a new drill. For around $40 - $50 you can buy a newer upgraded model with new battery and charger.
