Picture flashes on and off
How many times do it flashes at a time? Count these blinks. These blinks are fault indications. From the number of these blinks, you can get an idea about the faulty location to an extent. Count it for more than two times after switch off and switch on the set.
Visit this site if you want more details about the blinking codes to Sony TVs. You haven't provided the exact number of blinks here. If so, I might give you more details.

I have an old Sony tv from 1992 and it's image is
Vertical out transistors bad solder, or return linearity capacitor bad (a large capacitor, usually between 1000uf and 2200uf.) They're near where yellow and brown wires from picture tube connect to main board. They are larger transistors.
Vertical sweep repair
it may be quite hard and expensive. Unless you get lucky and find the exact blown output transistor by luck, I recommend that you search for a schematic first and then an oscilloscope and isolation probe. more economical to get another tv
No pic/sound from inputs
Already post other solution about this. On Sony TVs, the common problem is loose connections. Your TV have a ssb ( vertical position) unplug and re solder. Other thing, Tuner will be in loose connection too. Try and I hope this work for you.

Your IC audio be short , replaced . Before turn on check capacitor around audio section ( re solder area)
Green face
Component Degaussing problem om power supply ( maybe loose connections)
No picture or sound
Sounds like you have bad solder connections on the 5 and 9 volt regulators on the power board. They should be marked 7805, 7809, and possibly 7812. The 78 on these IC's mark that they are positive regulators and the other 2 numbers signify what voltage they are. Very common problem.
I want to use tv as a pc monitor
You'll have to have a video card with an S-Video output if your not doing so now. Then on your computer you need to go to your control panel, then select monitor settings and set it up from there. Beware that using a television as a monitor is grossly deteriated. For the audio, you need a stereo mini jack to RCA phono plug cable to plug to go from your sound card to the audio input.
No pictures on my SONY 35"
