Before I present my solutions to you, If I may,....
would like to know , what other things except unplugging
have you done inside the TV.
Secondary to that , we might be having a series of voltage
measurement , test to verify and confirm that the said
Convergence IC which you are talking really needs replacement.
I will be needing the necessary voltages later, if you feel you can work
on these circuits, starting from the power supply.
Your TV inside have a built in microcomputer that detects faults at
starts-up and will force the Power Supply Circuits to fail
to work in a Normal Mode if problem is detected.
TV troubleshooting can be confusing and at times dangerous , So you
must have a copy of the service Manual when preparing
to work first time on these Circuits.
Here are some of major components inside the TV,
Flyback
transformer and Horizontal Output Transistor.
the link above may not be literally like your unit, but the principle
is the same.
if those above will not work , such as there is no oscillation,
Replacing the Convergence IC is a way too far.
you may need to check for G2 voltages, 200V line , heater voltage
just what i have mentioned on the link above.
