No start up
Katie, there is some application open that drains the battery. So you can still hold the vendor responsible, get an opinion from a camera shop. You don't want to wait too long.
Flash not working
reset the camera back to factory default. but it would appear that the camera needs repair

You can reset the camera to the factory default settings by pressing and holding down the two buttons on the top of the camera next to the shutter button. You will hear a short beep and then a long beep once the camera has been reset.

4GB Sandisk CF Type II card will not format
It won't format because the total memory capacity of that camera is just a little over 512mb.
You might be able to go onto the Olympus site and download updates to the camera firmware that will take you beyond the 512.
My OLYMPUS C5060 WIDE ZOOM digital camera fell in
Having been exposed to salt water this long they were right.There is probably a pin you need to remove with the back off holding the flash.It may have to be pulled out with needlenose pliers or it may be springloaded and need one of the ends pushed down.Spring loaded best image I can give.
'--=======--' The two ends are solid.The pin is spring loaded pushing out.The smaller tip is the part which pulls open and is spring loaded.The = is the pin main body.If you have any questions or need more help,just comment here and I will get an autolink to your post and reply ASAP.Greg
