Power on light is blinkin display is not appear
How many timed do this light blinks at one time switch ON? These blinks are fault indication, and are called blinking codes. If you wish to get more details about these blinking codes, check this link. It has details about blinking codes to many brand TVs. By these number of blinks, you can get an idea about the faulty circuit stage inside it, and it will make repair easy.

Power dose not turn on
When i put plasma into power. The power light 1st turn green and suddenly goes red and does not gets on.

Thanks
for using FixYa. A plasma TV is a very hard working device. It is
working harder than any TV that has been built before, and as a result it
produces a lot of heat. 75% of technical problems in plasma TV's are caused by
overheating problems. X, Y sustain, buffer boards controls
picture, fires the gas, and many others functions. When either of these boards goes
bad common problems include negative image, no image, vertical or horizontal
stripes on picture, turns on and than turns off, and many more. You’ll need to
open the back off the TV and check for any swollen/bulged/leaky capacitors on these
boards and replace whichever has gone bad. All this is only recommended if you
have electrical expertise & know how to solder/re-solder components as these
units contain high voltages even when switched off. Please do accept the solution if
the issue is resolved or else revert for further assistance.

The problem is definitely not your sustain boards. The symptoms of a faulty X sus board is heavy dark staining over the image, like a broken dark cloud over the picture..or...no picture at all when the X sus is totally damaged. The fault symptoms of a faulty Y sus board include..no picture to a picture being present but with sparklies all over the screen. If the Y sus buffers are faulty, you would have no picture..or a picture with static lines or bars across it. How are you connecting your video source? If you are using Scart, i would make sure that the lead isnt faulty by swapping it for another to be sure. Ive seen weird symptoms like the one you have described from a loose Scart plug or faulty lead. If you are using HDMI, i once again suggest that you try another lead to rule out the lead. Another test would be to swap the input ports .i.e another scart input or another HDMI input. If you are connecting video via the UHF input, try another input and see if it does the same. If not, you will have a faulty tuner. I think the best way is to try connecting video via UHF, Scart and HDMI..does fault occur on all 3 inputs? You state that picture is ok at first..is this from TV being switched on cold.If so it may be the power supply warming up and developing a thermal fault. Cheack power supply caps (if they are bulging at their tops replace them)

Your diagnosis is spot on. The sparkling picture is caused by failed sustain board. But to diagonise which one is bad you are going to need a multimeter with the ability to measure capacitance(Upto atleast 1mF).
Note that if you do not have prior experience in electronics you can have a tech diagonise which one it is and order the part online and have him replace it in your set. It is not advisable to handle High VOltage electronics with out prior experience.

Reinstalling Power supply
The green wire with yellow stripe goes to ground anywhere on the chassis. And the black cable should be keyed so that you can only hook it up in one place.

No power up
After servicing for 3 years, my Fujitsu PDS-4229 has exactly the same problem as yours and I've put it aside for nearly 2 years. Have you found any solution yet? Someone was selling the service manual on eBay. Would you like to share the cost of GBP 5.0 (~ US$10.5)?
