Where would the reset button be located

No reset buttons since about 1975. If dead set, probably flyback & horizontal output.

DON'T HAVE ANY PROBLEMS BUT

G'Day
Although you TV does not have HDMI inputs, you can get an adaptor from here to allow you to plug a HDMI connector into your TV. This will solve the problem for you. Could be a huge cost saving for you, to get the feature without having to upgrade your set. Cheers

My tv is changeing channels and turning on and

This happens when the tuner's tuning voltage is incorrect, something has failed to do with the tuner, or the power supplied to the tuner, this is causing the erratic behavior. Unfortunately, this is only a SYMPTOM,and not the CAUSE, the cause can, and are many and various, when we get set like this in my shop, it is any one of a number of things, usually, involving, the Tuner, and also the Power supply, and components feeding it along that power rail. It shouldn't be too expensive a repair. It is my professional recommendation, That this set should be removed from the Power, and in my professional recommendation, you should get a "Quote" for repair, from, an RCA, Approved Service Center, this point is very important for a good result, Always contact, their local, "Head Office" Now, when you get the information you want, then you can decide as to repair of replacement. The reason we want an approved agent, is that way, all the engineers are trained on their own brand sets, they have seen almost all faults, and will get the job done quicker, and for less cost, and usually have parts on hand, also sometimes, there has been a service bulletin in issued and the repair may be subsided or even free.

When you plug it in you hear a noise but no picture

Hi

Thanks for using FixYa. From what you have described it seems to be either a bad lamp or a bad power supply however, it is very easy for you to determine what the exact issue is. When you turn on the TV Listen: You should instantly hear a subtle fan noise.... You should then hear a second noise like a motor spinning up...Once you hear that noise then look in the back at the lamp door and see if the lamp lights...or if it lights then goes out. If the lamp lights, then goes out, you have an intermittent lamp and it should be replaced. If you don' hear the 2nd motor spin up, then that's your color wheel not working. If you don't get the first soft whirr of the fan, then you have a bad fan or a bad power supply. If you cannot get it to even start....then that's also your power supply. Please do accept the solution if the issue is resolved or else revert for further assistance.

Thanks
Rylee

Tv wont turn on. it just makes a chirping noise

This is usually the flyback transformer (IHVT-integrated high voltage transformer) and the HOT( horizontal output transistor) The transistor will read shorted, with a multimeter, if it is bad. It is mounted to a heatsink straight back from the flyback. It may have a metal clip that holds it tight to the heatsink.
It is a pretty easy fix if you can solder.
While you have the board out, check for any discolored resistors and replace those as they will likely fail before long and cause more problems. Also check with a bright light and a magnifier for cracked solder joints and resolder any that you find.
