Check first if the Remote Control hanset emits infrared rays or not. Infrared rays are invisioblw to us. There is an easy way to check it. if you have a cellphone with camera option, set it to camera mode, and place the remote hanset against its lens about 1 feet away or so, and press each button on the remote control. You can see the infrared indication on the screen of your cellphone.
If it is Ok, just reset the remote control.

You might need to reset the remote: remove batteries and press the number 1 button for at least 60
seconds. Release the 1 button, replace the batteries, and (if necessary) program the remote again.

1. Press and hold the SETUP button until the red indicator stays on, then release the SETUP button.
2. Press and release the desired Mode button (TV, VCR, etc.). The red indicator blinks, then stays lit.

It maybe some semiconductor IC got hot, need service or repair. It may repair itself if you leave it on standby for a month(at operating temprature a week)? This is low tempeature(the lower the temperature the longer the time) annealing or moisture curing technology, used by Nasa on transistor failure in satellites, or long range unmanned vehicles. You can always repair the unit later.

Get a cable box from the cable company it will be cheaper than repairing the tuner. Then you use the tuner from the cable box instead.

Ok, well the good news is prize or NOT it is still covered by a warranty, that's the law, you need to contact your local RCA office, and ask them for a referral to an Authorised service center, and you will be able to make a claim, and in any event, that's where you are going to have to take it to be repaired in any event. The Consumer Act, indicates that anything sold must be of "Merchantable" quality, clearly any unit that fails after less than 24 hours use, falls into that definition.
