This could be a number of things, but first step might be: check that the power button on the TV is not stuck on, there could be a faulty push button or the button is stuck.

The TV does not start because it is in protect mode, this happens when a problem is detected, as a fault or an incorrect voltage.

Try first leaving the TV power cord unplugged for some times, let say one hour or so.This will drain power, discharging capacitors and resetting the unit.

Ensure that the fault is not coming from a faulty receiver box sendingbad signal, check if you get same problem on dvd with no receiver boxconnected.

If that does not work, and you keep having the led in front of the TV on, and tv not turning on,that indicates a fault condition.

The light indicates a diagnostic state called protection.
When the unit goes on protection there are only two possible causes.

1Theinternal circuits are jammed because of electrostaticcharges accumulating on capacitors, or because of a wrong voltage had been detected. This started theprotection circuit.

2 The protection circuit detected a wrongvoltage or abroken contact, identified an internal fault and kicked in, starting the fault mode.

If you are in situation one, then theTV will reset just unplugging power cord for one or two hours, sometimes even minutes.

If you are in situation 2 , then there is an internal fault.

Common faultsthat can occurr are a blown capacitor on power board, aconvergence IC has blown, or a fault on Digital board.

Check alsothe video cable or any external connection cable, if the cable is shorting, or the connector is bad, youcan get same flashing statebecause of the video cable.

Try moving the video cable, and if the cable is not built in, then also try a replacement cable.

If under warranty contact the manufacturer ringing the number on the user manual

If you want to repair at your own expenses, just locate any good qualified repairer.

The best thing I can tell you is to use a meter if you have one and test the power at the control board coming in to see if the transformer is getting power and the fuses are good. I've seen fuses that 'look' good but are actually bad.
You never know, maybe the cord is bad and it's not getting power into the TV...?

either the power supply or a simple fuse but its not a DIY

It sounds like one of the convergence Ic chips is bad---you will need to locate and replace both of them and look for any damaged parts around them; there usually are two pico fuses in this area, one for each IC. The fuses do not look like glass fuses--they usually are green or orange in color and will have the amperage marked on them and on the top of the circuit board.

I am sorry to disappoint you but a TV problem can only be fixed by electronic technician. If you want to do it yourself, you would have to learn electronics. Start by learning basic electronic, and then read a book on how to fix televisions. Without knowledge in electronics, you won't be able to understand a book on fixing a TV. I have been fixing TV since 1998, and I started after dropping out of electronic engineering class. I learned most about electronics on my own, and you can too.

It is a convergence problem. The IC's (integrated circuits) or STK chips or the "guns". You have a red,and blue, IC's that provide all the colors. When the colors are out of convergence, you get ghosting or what looks like 3D pictures. I haven't been able to locate the part numbers for the IC's or STK chips but have located a convergence board. No luck determining if IC's are included (a phone call first to verify) but if they are, would make life much easier for you to install. Part # is BP95-00415H http://jr.partsearch.com/Part/Samsung/Samsung/BP9500415H/New.aspx?ModelMfgName=Samsung&ModelBrandName=Samsung&ModelNumber=HCL4715W

Typically, IC's cost around $10 or less. here is a link to a guy who provides pretty good instructions on replacing the IC's along with pictures.

Hope this answers your questions. Best of luck.

Hi luke I am in the uk and not familiar with this set is it a three tubed crt television or an lcd projector type .. either way what you are descibing is convergence ( three primary colour guns all pointing at the same spot in a nutshell ) in the case of a crt projection tv three tubes one red one green one blue .. there should be a convergence pattern in the menu to re set the convergence via the remote check the manual . If it isn't adjustable you may have a scan coil fault or a tube ie : green with low emission check the green colour gun transistor and associated circuit for leaky caps resistors that have changed value or transistor leakage .. and don't forget the ever popular dry joints on the scan coil plugs .. hope this helps Vortash

If your colors will not line up on the television screen using the convergence menu, the most likely cause is that the convergence IC’s in the set are damaged and need to be replaced.

IC’s are just many small circuits built into one package, many diodes, transistors, resistors, even regulators and power supply circuits, they can be various shapes and sizes.

There are two and sometimes three very large IC’s that control the convergence in a big screen set. They are fastened to a large heat sink because they generate a good deal of heat. Finding these is not that hard, but there is supporting electronics that will also need to be replaced during the repair. There will be fusible resistors and feedback resistors that may have been damaged at the same time.

If you choose to repair the set yourself, be very careful of the high voltage that can be stored in the capacitors, and CRT’s. This voltage can be as high as 30,000 volts.

Unless you are very handy with a soldering iron and reading color codes on the resistors. I would recommend that you have a local television service center have a look at it and get an estimate for the repair.

I don’t use the cheapest parts when I repair this circuit, because I have seen the cheap IC’s damaged as soon as power is applied. I would also recommend that when the IC’s are replaced, whoever does it, that they use plenty of heat sink compound and remove the old compound first.

I guess you are wondering how much this repair would cost.
Not knowing the labor rate in your area and diagnostic fees, I can only give you a ball park figure. I have done this repair for between $375 and $450

I hope this information allows you to resolve this issue.

sounds like the convergence chip. i think you can get a kit from tvrepairkits.com not sure how much it would be to have fixed. But if your good with a soldering iron i think their kits come with instructions as well.
